As usual with trade agreements impacting multiple countries, there are differences in terminology, exceptions, special circumstances that each country will want to cross-compare during ratification.

I don’t see analysts scrolling thousands of pages in MS Word.

When the text is hosted in a free-form search Knowledge base, things go a lot easier.

In the example view below, typing the name of a member country highlights all references to that country and allows a user to browse the entire document.  Since the Chapter Forms are customizable, it’s very easy to add a “Comments” field and browse the content as part of any connect-the-dots undertaking.
