BPI Position/Competency Profiles – Examples
Example #1 illustrates position/competency profiles of a director and technician for a publishing directorate in a large government department.
Director, Publishing Services
Responsibilities:
Directs and manages the overall operations of Publishing Services; develops, implements and evaluates strategic, human resource, information technology, material and financial management plans and policies; and provides leadership to client service initiatives, quality control measures and management of change.
Key Competencies:

Knowledge of:

Governmental and departmental policies/procedures affecting human resource management, information technology management, material management and financial management systems.

Departmental mandate, goals and objectives.

Directorate mission, policies, plans and priorities governing operations in the areas of: information technology, equipment management and facilities management systems; cost allocation and client service measurement processes; and communications initiatives.

Quality management principles and techniques.

Change management principles and techniques.

State of the art technology in areas such as: automated publishing systems, computer assisted drawing, graphics systems and visual aid production techniques.

Skills and ability to:

Create and instill a vision, a set of values and an environment in which goals can be achieved, and innovation can be fostered.

Balance conflicting demands external to and internal to the Directorate. Represent the Directorate in intra-departmental committees and to negotiate service level agreements, and space/resource requirements for the Directorate.

Establish policies and maintain effective accountability systems, with mechanisms in place to monitor progress against plans and to ensure effective budget and inventory management.

Manage Human Resources in terms of HR planning, labour relations (including union consultations), promotion of employee career development and performance management.

Education and experience:

University degree in related field (e.g., communications, journalism or business administration).

A minimum of five years experience as a manager (i.e., experience in planning, administering budgets, establishing specific goals, assessing team and employee performance, instilling team spirit, evaluating client satisfaction).
Technician
Responsibilities:

Designs specialized products such as publications, graphics, forms, drawings or visual aids; reviews or inspects production work; provides input into management support.
Key Competencies:

Design and layout of engineering drawings, publications, forms and visual aids, graphic products.

Departmental policies and practices affecting Production Services’ areas of operation.

Directorate mission, strategic goals, operational plans, programs and practices.

Skills and ability to:

Create graphic arts materials, develop engineering drawings and camera ready artwork, etc.)

Use specialized/automated equipment (Computer Assisted Design, photo-typesetter, film processors, cameras, precision instruments, etc.)

Verify and evaluate the accuracy of text and engineering drawings.
